In tests expecting to send and receive a pre-defined number of messages all received messages should be processed in the same way regardless whether they arrive before or after StartDataCollectionCommand. Otherwise, in some unlucky circumstances all or part of messages could be received before StartDataCollectionCommand arrival which causes tests to hang.
