I think you "forward ported" a little too much. Apache 2.0 no longer has
any reference to srm.conf or access.conf in the code, so I don't think
it should be referenced in the docs either.

That file needs a wholesale rewrite to take into account the change to the
autoconf system in 2.0. I would prefer if someone else took that on, but
if not, I will get to it eventually.

Oops. You're right. I backed out the change.
httpd-docs-2.0/manual/install.html still contains reference
to srm.conf and access.conf. Could you or someone take care
of it? I might do it myself but I don't feel very
comfortable to write English. ;-)
