> Get to the step "cordova platform add android --save" and can't continue.  Get the error "You have not accepted the license agreements of the following SDK components [Android SDK Platform 24]".  However, it's installed and I accepted the license agreement.  Come to find out, the "android-sdk-license" file wasn't created in the "C:\Users\<user>\AppData\Local\Android\sdk\licenses" folder.  Actually, the licenses folder didn't even exist.  Manually created the folder and the file with the contents "8933bad161af4178b1185d1a37fbf41ea5269c55" and then I could add the Android platform.  Figuring this out took most of the day.  Maybe the Google SDK no longer creates this android-sdk-license file?  It didn't for me and I just installed the Google SDK today on a machine that was reformatted last week.  Would seem important that a new user would be able to create the hello app which they can't at this point without lots of digging all over the Internet.
