svn mkdir and svn import get error "svn: Can't close activity db: Error string not specified yet"

any ideas what I could be doing wrong?

Need a lot more information. Version of Subversion on client and  
server? OS on client and server? Repository access method? Has it  
ever worked? Is the problem intermittent or every time? Etc.
