Collation strength on territory based collation

Hi!

A few days ago I submitted a patch for issue https://issues.apache.org/jira/browse/DERBY-1748 concerning case 
insensitive databases. Is there anything more I can do or information I can provide to assist in getting this patch 
reviewed and hopefully accepted?
