Problems deploying into J2EE Reference Implementation

I have built a small app using Struts and Tiles that works fine when run in
Tomcat.  When I build a WAR from the app and deploy in the J2EE Reference
Implementation (using deploytool) I get exceptions with message like "Can't
get definitions factory from context" and NoClassDefFoundError.  Does anyone
have an idea what's going on?
