[I] Fix pointer type when hovering over resources [texera]

### What happened?
When a user hover their mouse over a resource (workflow/dataset), the cursor remains as the default type. We need to fix it so that whenever someone hovers on the resources, the cursor should be pointer type.

### How to reproduce?
Fix the cursor type to pointer whenever the user hovers on a resource.

@chenlica I think this varies for systems, for Ali the cursor becomes a text-selection cursor when he hovers over the resources. So we want to make sure that when a user hovers their cursor on a resource it shows as the pointer type. Here is the image of the pointer:
