I figured out why I had my Java 8 and Java 9 environments confused (I had my PATH pointing to Java 8, but my JAVA_HOME pointing to Java 9. So I fixed that, and built a much better release candidate. It's at:

http://people.apache.org/~bpendleton/derby/rc-10.14.2.0/

I've run a number of tests against it, on various platforms, and I've noted those tests on the Wiki.

I've posted a call for a vote, giving a 3-week voting period, so we can do some more testing (and also because I have some upcoming travel).
