[PR] Implement ops admin compact [openserverless-task]
almartino opened a new pull request, #101:

This task is implemented by using a kubernetes job manifest.
## Manifest params
- COUCHDB_USER and COUCHDB_PASSWORD are injected by prior retrieving the couchdb-secret in the nuvolaris namespace
- COUCHDB_HOST and COUCHDB_PORT are filled from withing the task vars
- JOB_TTL can be supplied by the user with the flag `--ttl` (e.g. ops admin compact --ttl=100
## Job image
The job uses alpine:3.14 with the `curl` and `jq` utilities.
#### Sidenotes: compaction in couchdb can be done automatically via [smoosh](https://docs.couchdb.org/en/stable/maintenance/compaction.html#automatic-compaction)

Review Comment:
To get the most from this compaction script I suggest to implement also a script that deletes old activations, otherwise the only db which is going to be compacted it is the action db only. There is an sample script in python in the Openwhisk repo [here](https://github.com/francescotimperi/openwhisk/blob/master/tools/db/cleanUpActivations.py)

In the last commit, the cleanup job will delete the old activations, then a curl towards COUCHDB/nuvolaris_activations/_compact is issued
