# Security Audit Report: ASVS 17.2.8

## Executive Summary

| Field | Value |
|-------|-------|
| **Repository** | apache/steve/v3 |
| **Audit Date** | May 05, 2026 |
| **Auditor** | Tooling Agents (bundled-pass mode) |
| **ASVS Requirement** | ASVS 17.2.8 |
| **Files Analyzed** | 4 relevant / 49 total |
| **Files Skipped** | 12 |

**Requirement description:** Verify that the Datagram Transport Layer Security (DTLS) certificate is checked against the Session Description Protocol (SDP) fingerprint attribute, terminating the media stream if the check fails, to ensure the authenticity of the media stream.

### Findings Overview

| Severity | Count |
|----------|-------|
| 🔴 Critical | 0 |
| 🟠 High | 0 |
| 🟡 Medium | 0 |
| 🟢 Low | 0 |

## ASVS-17.2.8: DTLS Certificate Verification Against SDP Fingerprint

### Findings for 17.2.8
No findings detected.

The audited application does not implement any WebRTC functionality. There is no:
- DTLS certificate handling or validation
- SDP (Session Description Protocol) offer/answer exchange
- SDP fingerprint attribute parsing or comparison
- WebRTC peer connection establishment
- Media stream authentication

The application uses standard web session-based authentication (`asfquart.session`) and election-specific cryptographic operations (`steve.crypto`) for vote encryption/decryption, which are entirely unrelated to DTLS/SDP media stream authentication.

### Security Controls Inventory for 17.2.8
No applicable controls in this scope. Cryptographic operations found in the code relate exclusively to election integrity:
- `crypto.gen_salt()` — generates salts for vote tokens
- `crypto.gen_opened_key()` — derives election-specific keys
- `crypto.gen_vote_token()` — creates anonymous vote tokens
- `crypto.create_vote()` / `crypto.decrypt_votestring()` — encrypts/decrypts votes

None of these involve DTLS certificates or SDP fingerprint validation.

### Positive Patterns for 17.2.8
Not applicable — this requirement does not apply to the audited codebase.

---

## Cross-cutting Architecture Observations

1. **Application Type Mismatch**: The audited code is a **web-based election/voting management application** (Apache Steve voting system). All six ASVS requirements under audit (17.2.5, 17.2.6, 17.2.7, 17.2.8, 17.3.1, 17.3.2) pertain exclusively to WebRTC media servers and signaling servers. **None of these requirements are applicable** to this codebase.

2. **No WebRTC Components Present**: The codebase contains zero WebRTC-related functionality:
   - No media server (SFU/MCU/recording/gateway)
   - No SRTP/RTP packet handling
   - No DTLS implementation or configuration
   - No SDP parsing or fingerprint validation
   - No signaling server (WebSocket or otherwise for WebRTC)
   - No ICE/STUN/TURN infrastructure

3. **Technology Stack**: The application uses:
   - Python/Quart (async HTTP framework)
   - SQLite (database)
   - EZT (template engine)
   - Standard HTTP/HTTPS for all client-server communication

4. **Other Security Observations** (outside scope of these requirements but noted for completeness):
   - CSRF token is a hardcoded placeholder (`'placeholder'`) — no actual protection
   - Multiple `### check authz` placeholders indicate incomplete authorization implementation
   - `serve_doc()` endpoint has a noted path traversal concern (comment: `### verify the propriety of DOCNAME`)
   - Debug `print()` statements in production code
   - State-changing operations (`/do-open/<eid>`, `/do-close/<eid>`) use GET method

## Cross-cutting Recommendations

**Immediate**: No immediate action required for the WebRTC-specific ASVS requirements (17.2.5–17.3.2) as they are not applicable to this application.

**Short-term**: If the organization's security assessment scope includes these ASVS WebRTC requirements, confirm that:
- The organization does not host any WebRTC media servers or signaling servers elsewhere in its infrastructure
- If WebRTC services exist in other systems, those systems should be audited against these requirements separately

**Long-term**: Ensure ASVS requirement applicability is determined during audit scoping to avoid misalignment between requirements and target systems. For this election application, more relevant ASVS sections would include:
- Chapter 4 (Access Control)
- Chapter 8 (Data Protection)
- Chapter 9 (Communication Security)
- Chapter 13 (API and Web Service)
- Chapter 14 (Configuration)
