[I] SUPERSET_LOAD_EXAMPLES in docker-compose-image-tag.yml masks the .env and .env.local [superset]
jamesrusso opened a new issue, #35843:
URL: https://github.com/apache/superset/issues/35843
### Bug description
Specifying SUPERSET_LOAD_EXAMPLES=no in .env.local is ignored since the environment variable in the superset-init service in docker compose yaml file overrides this value.
```
superset-init:
image: *superset-image
container_name: superset_init
command: ["/app/docker/docker-init.sh"]
env_file:
- path: docker/.env # default
required: true
- path: docker/.env-local # optional override
required: false
depends_on:
db:
condition: service_started
redis:
condition: service_started
user: "root"
volumes: *superset-volumes
healthcheck:
disable: true
environment:
SUPERSET_LOAD_EXAMPLES: "${SUPERSET_LOAD_EXAMPLES:-yes}"
SUPERSET_LOG_LEVEL: "${SUPERSET_LOG_LEVEL:-info}"
```

<!-- Greeting -->
Hi @jamesrusso! I'm [Dosu](https://go.dosu.dev/dosubot) and I’m helping the superset team.
<!-- Answer -->
This happens because in Docker Compose, environment variables defined in the `environment` section of a service (like `SUPERSET_LOAD_EXAMPLES: "${SUPERSET_LOAD_EXAMPLES:-yes}"`) take precedence over those set in `env_file` (such as `.env` or `.env-local`). So, even if you set `SUPERSET_LOAD_EXAMPLES=no` in `.env-local`, the value from the `environment` section will override it and mask your change [details](https://github.com/apache/superset/issues/34723).
To allow `.env-local` to override `SUPERSET_LOAD_EXAMPLES`, you can either remove the explicit `SUPERSET_LOAD_EXAMPLES` line from the `environment` section in your compose file, or set the variable in your host shell when running Docker Compose, like this:
```bash
SUPERSET_LOAD_EXAMPLES=no docker compose -f docker-compose-image-tag.yml up
```
This approach ensures your desired value is used, since host shell environment variables have the highest precedence [discussion](https://github.com/apache/superset/discussions/34739).

@rusackas I disagree with the bot and feel it is wrong and confusing.
All the settings are defined in the .env and overridden in the .env-local file to allow for upgrades.
However, these two settings will never be taken from the .env or .env-local file.
At the very least, remove it from the .env and .env-local file or somehow document that the values in those files don't matter when using the provided docker compose.

The bot is right! Closing this one out, but let me know if you still have issues here.
