Re: [PR] [CELEBORN-2361] Unblock stage-end when CommitFilesResponse carries an empty map-id bitmap [celeborn]

**Add regression coverage for stage-end cleanup and unknown bitmaps**

The new `UtilsSuite` test covers the `CommitFilesResponse` transport round-trip and the subsequent `ConcurrentHashMap` merge, but it does not exercise the other two behavior changes. Regressions in those paths could leave readers waiting or silently skip valid data while this test still passes.

   Try add tests covering:

   - A commit exception clears the in-process marker, allowing an explicit retry to complete stage-end and reply to queued readers.
   - With range-read filtering enabled, a location remains readable when its bitmap is unknown and no peer bitmap is available; a known bitmap with no overlap allows the location to be skipped.
