Upgrade CodeQL Action from v2 to v3 in JavaScript workflow
CodeQL Action v2 has been retired as of January 2025 and is no longer
updated or supported. This upgrades all codeql-action references in
codeql-analysis-javascript.yml from v2 to v3.
