{{tajo-core}} module includes a Tajo minucluster which launches HDFS minicluster and TajoMaster and multiple TajoWorkers. This minicluster is usually used for query tests.

During TAJO-1168, I thought the minicluster is necessary in other projects which depends on Tajo. It would be easier for other projects to include tajo cluster tests if we separate tajo minicluster from tajo-core.
