[Federation] Improve FederationClientInterceptor#ThreadPool thread pool configuration.

1. Increase the thread pool core thread configuration and maximum thread configuration
2. Abandon the original thread pool configuration parameters, the original parameters control the maximum number of threads and core threads at the same time
3. Increase the thread KeepAliveTime configuration.
