Error on commit

I am receiving the following when trying to commit:

C:\tuscanysvn\java\sca\vtest\java-api\conversation>svn commit -m
"First conversation lifetime testcase"
svn: Commit failed (details follow):
svn: MKACTIVITY of
'/repos/asf/!svn/act/e7bafbee-7404-e14a-8c00-eeaf64af1923': 403
Forbidden (https://svn.apache.org)

Any ideas what my problem is?

SVN if read only while Infra tries to work on some issues they are having.
