That notification came from a mail notifier added to the project group using the Continuum web UI.  (It's best for open source projects not to configure them in the POM, otherwise we get notifications from anyone who adds the project to their own server.)

There is also an option to send a notification on every build, regardless of whether the state changed, but that may have to be configured in one of the xml files rather than through the web UI.
