The current release guide in the wiki tends to be aimed at the latest release. While there are notes for things like "starting from 1.11, do that", we will inevitable miss something.
The history of the page isn't really usable because pinpointing which revision is relevant for a given release is impossible.

To remedy this, we could archive a copy of the wiki page after each release as a form of snapshot, or embed the release guides into the relevant projects.
