[VELTOOLS] / [DVSL] request

Can we please start all messages relating to the -tools subproject with

  [VELTOOLS]

And for the -dvsl subproject with

  [DVSL]

There are people who don't give a hoot (there's that word again) about
things like Struts integration and DVSL, and as a courtesy, they can then
filter on that key in the subject line...

Alternate suggestions that support the idea welcome.
