Currently, fetch groups are statically defined in metadata. Fetch plans are dynamic but the fetch groups need to be pre-defined.
Adding methods to PersistenceManager and/or PersistenceManagerFactory to dynamically create fetch groups will allow tools to dynamically modify the behavior of the system.
