Restart topology quickly

Hi, all.

For Storm 0.9.3,
I'm researching to restarting topology restart quickly for scale out.
Now, it is under consideration following.

1.Deactivate topology.
2.Wait for executing tuple finish by confirming nimbus's thrift interface.
3.Kill topology with "-w 1"(1 sec wait)
4.Start topology.

Do you have any good ideas?
