This is the intended behavior -- if you unpack a module directly to the deploy directory instead of as a subdirectory, it won't work.

I've added an error message that occurs whenever the hot deployer is asked to deploy a subdirectory of WEB-INF or META-INF which is a pretty good indication that this has occured.
