Sam,

With this checkin
(http://marc.theaimsgroup.com/?l=axis-dev&m=104178151102822&w=2), the DIME
behavior now matches the MIME behavior for attachment sizes less than (16 *
1024). Is this good enough for now? 

FYI. There's a TODO item at the top of ManagedMemoryDataSource which reads as
follows (TODO TODO TODO need to delete cached out data sources after a service
ends.)
