REEF 0.16.1

Team,

I think we are ready for the new release of REEF. I think we should fork
off the current master as a long-term stable release 0.16.1 and continue
working on REEF 0.17 in the master, merging the elastic group communication
into it etc.

Are there any volunteers to drive the 0.16.1 release? I'd be really
grateful if someone with the experience with previous releases can help.
