Konstantinos Karanasos reopened YARN-5468:

Based on offline discussions with [~leftnoteasy], [~asuresh] and [~subru], we agreed that there differences with YARN-4902, so I am reopening this JIRA.
We will use common APIs to specify constraints (either in the ResourceRequest or the ApplicationSubmissionContext).
