ProxyTimeout being ignored

This was working in 2.0.44 and stopped working after I upgraded to 2.0.50
I have not made any changes in my enviornment other than the Apache Upgrade and 
the page times out after 5 minutes exactly instead of the 15 minutes I have 
configured.

There are several important reports that take around 10 minutes to complete 
that are now timing out since the upgrade.

I can't figure out any other reason for the reports not working and the five 
minutes makes me think it is Apache
