When the disk holding a tserver's consensus metadata files is slow, this can cause cluster-wide election storms which prevent progress and severaly impact perceived stability.

We should work on a roadmap to mitigate and prevent such issues. This is meant as an umbrella JIRA for discussio n and linking to related tasks.
