Description: Implement Hadoop's {{CanUnbuffer}} interface in {{OzoneFSInputStream}} and the underlying other input streams. Note: {{CanUnbuffer}} is available in 2.7 (HDFS-7694), but {{StreamCapabilities#UNBUFFER}} is new to 2.9.1 (HADOOP-15012). (was: Implement Hadoop's {{CanUnbuffer}} interface in {{OzoneFSInputStream}} and the underlying other input streams.)
