[Bug 47934] mod_websh test suite sometimes crashes with Apache >=2

On Windows, mod_websh sometimes crashes with Tcl 8.5 and Tcl 8.6
in Apache 2.0 or greater.Seems that the timing (startup and shutdown) has some
effect (sleeping during tests usually helps).
