Currently, the docker and docker-maven modules across the NiFi repository lake consistency and can be farther consolidated to avoid duplication. 

This ticket is to see how we can build on recent improvements to docker image building and project structure to drive even more consistency and code reuse across docker and docker maven for all the images in the nifi repo: nifi, nifi-registry, nifi-toolkit, nifi-minifi, nifi-minifi-c2
