   I discovered the flow while developing ansible modules. https://github.com/ansible/ansible/blob/devel/lib/ansible/modules/cloud/cloudstack/cs_vpn_customer_gateway.py. In my integration tests I had to always add all arguments (https://github.com/ansible/ansible/blob/devel/test/integration/targets/cs_vpn_customer_gateway/tasks/main.yml#L105) to have the idempotent result.
