[FLINK-39791] Test config overrides in the legacy flink-conf.yaml format

CONF_OVERRIDE_DIR lets users mount an external ConfigMap with additional
configuration, which may still use the legacy flink-conf.yaml format while the
operator configuration itself uses config.yaml. GlobalConfiguration resolves the
file name per directory, and the operator configuration is loaded last, so its
format decides how values are parsed. Pin both properties.
