Reverted commit in changelog-plugin

Hervé;

In an effort to make the plugins build, i reverted r1388769 since it
broke the unit tests for that plugin. I did not make any specific
attempts at fixing the problem.

Please revert the revert when you fix it ;)

no problem, svn can revert such things easily too (even if I had to look at 
the doc since I don't do such things everyday)

I should have tested before commit and found this stupid typo I did
