Jetspeed 1.3a2

Now that most of the heavy feature work required for 1.3a2 has landed in CVS,
I'm proposing to create the release branch tomorrow (5th June) near 18:00 GMT
and generate a jetspeed-1.3a2-rc1 distribution so that most people can test it

Once this branch is created, stabilization and documentation work will happen 
in this branch while new feature work and new portlet API will happen in the 
HEAD.

After 2 or 3 release candidates, you can have the final release which should
happen middle of next week.
