I've opened an early PR (see Issue Links) for on-going review. The work is not complete but I'd appreciate early feedback in order to determine if there are things that I've missed or overlooked.

I believe that I've covered the 'core' of the changes needed to support logical types in C#, but all of the logical types outlined in the current specification need implementations (I currently only have "date").
