Test cases need comments

I thought I'd write a test case to reproduce the NPE on MRM-370, but
I'm having trouble determining exactly what the existing methods are
testing.

It would be great if someone could go through MetadataTransferTest and
describe the test cases as well as the overall testing strategy.

Joakim, you pointed out .testGetReleaseMetadataNotExpired() and
.testGetReleaseMetadataExpired() methods as related to MRM-370.  Why
those, and not testGetMetadataProxied?
