To reproduce, unzip the attachment and run `mvn verify site:site`. The output will be:

[ERROR] Failed to execute goal org.apache.maven.plugins:maven-site-plugin:3.8.2:site (default-cli) on project bar: Error generating maven-javadoc-plugin:3.1.1:test-aggregate-no-fork report: 
[ERROR] Exit code: 2 - javadoc: error - No source files for package foo

 

(note that this is also a simple reproducer for MJAVADOC-623)
