Example Scenario:
- Cluster is installed with ZK on 2.5 and Storm on 2.5.
- A {{SERVICE}} upgrade is initiated for Storm to 2.6
- At the end, the upgrade is downgraded

Only configurations for Storm from HDP 2.6 should be created and only those which were created should be removed on downgrade. The configurations for ZK should remain untouched.
