This question probably should be asked on infrastructure@, where it is 
likely to get a chilly reception.  The core issue is oversight, 
something which unquestionably is not an issue in this case.

The simplest package to configure and install is probably blosxom.

P.S.  copying my @apache.org address is more than sufficient.  It 
redirects to my @intertwingly.net address.

Any suggestions on what we could host and use on apache servers to provide blog facility for
projects?

The site uses blosxom (http://www.blosxom.com/). Text for main blog is under
ws-site/targets/blog/. For Axis, it's under ws-site/targets/blog/axis (you get the picture, to add
say wsif create a new directory ws-site/targets/blog/wsif). To create a new entry, just create a
new file and drop it into this directory. the first line of the file is the title of the blog
entry. Anyone who has rights to ws-site can add/delete/update the blog entries. Our 6 hour cron
job takes care of updating the web site.

1. Why not host the blog on the ws.apache.org domain?
2. All WS PMC members should be given author permissions
3. Each project should be given it's own category and RSS feed
