   I think we can get full configuration, and use sharding-core to parse them to xxxConfiguration.
   
   For example, `TableRuleConfigurationYamlSwapper` can parse table rule from yaml to `TableRuleConfiguration`, `TableRuleConfiguration` include logicTable and actualDataNodes.
