Splitting building doc into two sections

During last release there was a ask to provide instructions to build Slider
release. The current page
http://slider.incubator.apache.org/developing/building.html covers the need
but seems like it can be split into two explicit sections (within the same
doc).

The first section can deal with the requirement to compile Slider so that
you can compile, run unit tests and if you so desire create packages and
run apps. The second one can deal with compiling hadoop/hbase/etc.

Any objections/suggestions?
