Ranger admin install fails (sometimes) when DB used is Oracle. This causes Ranger Admin HA setup (via Ambari wizard) to fail.

It fails with the below error from dba_script.py or db_setup.py

SQLException : SQL state: 08006 java.sql.SQLRecoverableException: IO Error: Connection reset ErrorCode: 17002
