Hi,
I have the same trouble (with xdoclet and other internal plugin) and no
workaround.
There is a thread on maven-dev list speaking about this (subject
[proposal] adding pre/post phases for all major lifecycle phases).
Is there any issue ? I think no (maybe a user can create one and others
can vote and/or add comment).

I need to perform some work prior to the packaging
phase.
I could attach my plugin to the 'test' phase
(immediately before 'packaging'). But that way the
work is executed each time when the 'test' phase is
run, even if the 'package' phase is not executed
after.
What I need is something like a 'before-package'
phase.
What are the implementation alternatives to execute
some work on a 'before-package' basis?
