The parent.config file is being populated with explicitly ordered parents in the wrong order. This leads to scenarios involving MSO Primary/Secondary selection when using mso.algorthm false or latched to be wrong. Workaround is to add a weight parameter to Primary such that they take vast majority of traffic, but not all since it's a relative weight similar to steering.
