Recently all relevant Maven plugins have been updated to support reproducible builds (https://maven.apache.org/guides/mini/guide-reproducible-builds.html). The new ASF parent 22 will manage those versions (https://github.com/apache/maven-apache-parent/blob/master/pom.xml).

Also there is a flag for bnd for this (https://github.com/bndtools/bnd/issues/3521).
