You may want to check out http://www.surbl.org/ .  SURBLs get most of the
benefits you propose without the overhead of actually visiting the sites.  (That
overhead could be very significant.)  The source data for SURBLs is pretty
carefully checked for accuracy so we can be reasonably certain that URIs it
detects are spammy.   There is also the risk of confirming recipient addresses
when visiting a spam web site.  Confirming an address is pretty likely to cause
more spam for that address.
