How are you "process[ing] same file with Drill JDBC driver"?  What is happening between where a JDBC method returns the data and you see the question marks instead of the expected character?

(What suggests that the code that doesn't recognize those characters is the JDBC driver rather than whatever code you have that calls the JDBC driver?)
