Thanks for raising this up [~eepayne], it is a good adding.
IIRC, YARN-2056 putting the disable preemption configuration for queue code in ProportionalCapacityPreemptionPolicy instead of putting them into CapacitySchedulerConfiguration. But after read this proposal, I think we should move them to CapacitySchedulerConfiguration, and getIsPreemptionDisabled should be a method of CSQueue interface, thoughts?
