newbie: example won't run

Hi...

Unfortunately, there's no FAQ, so I'm posting what's probably a braindead
simple question to the list:

When trying the struts-example with tomcat, I get the exception 
javax.servlet.ServletException: Missing resources attribute
org.apache.struts.action.MESSAGE.
Tomcat is working fine otherwise, I have a JAXP parser on the classpath,
and the struts-example directory structure has been unpacked and seems ok.
I've tried a couple of recent builds and it occurs with both.
Anyone know what I'm doing wrong?
