With TIKA-3800, we have a basic parser to run {{unrar}} on a rar file.  It would be useful to combine that parser with the junrar parser so that if {{unrar}} is installed, that will run, otherwise, we'll use junrar.  Users should be able to disable the {{unrar}} code path via the usual configuration methods for the new combo parser.
